Why Storing Internet Connection Records (ICRs) is Necessary

The government defines an Internet Connection Record (ICR) as ‘a record, comprised of a number of items of communications data, of an event about the service to which a customer has connected to on the internet, such as a website or instant messaging application.’ These ICRs can be requested by law enforcement and security and intelligence agencies at any time, so it is essential that internet service providers (ISPs) are capturing and storing this metadata effectively.
Being capable of creating ICRs using metadata is vital for ISPs to make sure that they can fulfil this legal obligation. Upon request, UK ISPs must be able to create, collect, and store the ICR of individuals for up to 12 months. This means they need to be able to convert their data into metadata.
If an ISP is asked to provide ICRs, they will need to combine data from many different sources like probes, logs and metadata, to be able to produce a full ICR. This can be time consuming, and error prone. So, it is vital that ISPs are not just theoretically capable of producing ICR requests but are doing it.
